The traffic commanders have the perfect answer to the crime problem here. The commanders of each division should follow their example. Each shift, every beat officer should arrest four robbers, vice ...four prostitutes... detectives...four murderers...SWAT..resolve four hostage situations. With these quotas throughtout the department, crime would soon vanish from the Islands.
